RGGI Members Write EPA With Recommendations for Setting GHG NSPS for Existing Power Plants (May 9, 2011)

Seven of the states participating in the Regional Greenhouse Gas Initiative (RGGI) wrote to EPA offering their support and preliminary recommendations regarding section 111(d) 
greenhouse gas (GHG) emissions guidelines for existing power plants.  Pursuant to a settlement agreement, EPA will be proposing GHG New Source Performance 
Standards (NSPS) for power plants by July 26, 2011, which will include GHG emissions guidelines under section 111(d).  In the letter, the states urge EPA to establish emissions guidelines that “set clear emission goals and empower RGGI states, and states with their own or regional market-based regulatory programs, to take advantage of and build on such programs, so long as those programs achieve or exceed the emission targets of the federal guidelines.”  The states also urge EPA to provide clear direction to states seeking to show equivalency with EPA’s emissions guidelines, including identifying tools that states can use to show that their programs achieve equivalent or greater reductions than the standards 
set by EPA.  Signatories include the states of Connecticut, Delaware, Maryland, Massachusetts, New York, Rhode Island and Vermont.  [For further information: Air Web – Global Warming Committee page]
