Report Evaluates Options for Global Action to Address Climate Change (October 24, 2011)

The World Resources Institute (WRI) and the UN Environment Program (UNEP) released a report that reviews 130 proposals submitted by governments, non-governmental organizations and academics for promoting international action to reduce greenhouse gas emissions. Options
suggested include: 1) processes that work within the existing regime of climate negotiations under the UN Framework Convention on Climate Change (UNFCCC), including ones that explore different mechanisms for allocating responsibility for achieving reductions to bridge the gap between what scientists say is necessary to avert dangerous climate change and commitments to date; 2) processes outside of the UNFCCC that could be multilateral, bilateral or domestic; and 3) more bottom-up approaches (including building on mitigation actions by states and
